Rachelle Soliman

Engagement & Strategy Lead

Rachelle joined Medow Consulting in 2021 and serves as the firm’s Engagement and Strategy Lead. She is a skilled bilingual (French/English) facilitator and policy professional with nearly a decade of experience fostering inclusive engagement and collaboration to advance equitable solutions across sectors. 

Rachelle specializes in designing and leading inclusive engagement sessions, interviews, and focus groups that ensure diverse voices and perspectives are heard, respected, and meaningfully integrated into decision-making. At Medow Consulting, she has facilitated engagements with a wide range of stakeholders, including skilled tradespeople, front-line service providers, governments, unions, and employers, to develop strategies that address complex challenges. She is adept at managing group dynamics effectively, fostering collaboration among diverse participants, and guiding teams toward clear, actionable and meaningful outcomes.  

Rachelle’s recent work includes leading the development of the Child Development Institute's 2025 Partnership Strategy, following her contributions to their 2024-2029 Strategic Plan. She has also supported the development of strategies for organizations including a Public Policy Agenda for United Way Centraide Canada and a First Nations Partnership Strategy for LiUNA Local 607. She has led significant engagement initiatives across multiple sectors, including the Ontario Building and Construction Tradeswomen’s (OBCT) 2025 Recruitment and Retention Research Initiative and LiUNA Local 506's Construction and Child Care Research Initiative. 

Prior to her current role, Rachelle was a Researcher at the Durham Workforce Authority, where she supported workforce development initiatives across key sectors and led a strategic report preparing the local economy for post-pandemic recovery. She is a recipient of a 2022 Canada SDG Youth Award for her work with the Youth Policy Advocates' Policy Corner, where she serves as an advisor. 

Rachelle holds an M.A. in Political Science from the University of Ottawa and a B.A. in Political Science and Philosophy in French Immersion from the same institution. She has completed the Foundations of Project Management course at the University of Toronto School of Continuing Studies and holds a certification in The Fundamentals of OCAP® from the First Nations Information Governance Centre.
